      Though I'm not an expert, I don't think this explanation quite nails the effect. It describes the Peltier effect as a chemical phenomenon where electrons give energy to a nearby dissociated electron at the junction, whereas it neglects the fact that electrons freely associate and dissociate constantly in a conductor, with varying energy levels, and the electron moving in one conductor never actually has to cross the junction to create a current in the other (how do capacitors work?). I anticipate that, if the Peltier effect really worked as you describe, a thermocouple replacing a capacitor in an R-C circuit would have a "capacitance" as the charge carriers "accumulate" at the junction, waiting for their neighbors to spontaneously give them enough energy to move. Difficult to measure, though, since you'd also have junctions with your measuring device, the source, the resistor, etc.

            Hello mehdi!
            I have found something strange happening with my led christmas lights

            When they are near my Computer they light up at 10% of their brightness , and if i touch the plug it lights brighter (15%) , they do this even thou they aren't plugged in.. Any explanation for this weird phenomenon?

                      This type of thermoelectric device always amaze me. I learned about this effect's practical application when I was reading Chasing New Horizon book by Alan Stern where New Horizon mission uses this effect to generate power for it's equipment. It used nuclear reactor for heat source and space as heat sink.

                                            Turn the fan over and let it suck the air threw the heatsinks instead, you should get much more even air flow this way. Also should get a higher volume of air flow this way too since those fans generally have a low amount of static pressure.
