        I like another theory about Type III aliens, they’re out there and know about us, maybe even visited us in the past but they recognise how backwards we are in relation to them. Any interstellar species would on doubt be united together as a species and planet but we can hardly be civil to each other online. They treat us more like a zoo enclosure, they study and observe us but don’t reach out because of how technologically and socially inept we still are. We’re simply not ready yet to for them.

                                  I think the most likely case is that we just can't detect extraterrestrial life at all. They don't communicate with radio waves across interstellar distances because that's idiotic, and even if they know we're here, we aren't worth talking to because we have nothing they want, we certainly aren't a threat, and we're a bunch of dirty savages anyway. Maybe if we figure out how to get out there with them they'll give us the time of day, but until then we're probably all going to be dead in the next century so why bother?

                                                                            I think that the biggest barrier from communicating with alien civilizations ironically, would be communicating your plan to them.

                                                                            But if you can get over that hurdle, just send get a baby and raise it between the 2 civilizations. Each civilization will teach the baby their respective language until the baby if fluent in both. Kind of like teaching a baby Spanish and English at the same time.

                                                                            You may ask, "Why a baby?"
                                                                            Because they learn languages fast.

                                                                            One issue though is if the alien civilization's language cannot be replicated with the human body. However, if they have some other way of communicating like a written language, the baby could learn that.

                                                                            If you couldn't tell, my entire theory revolves around that bilingual Native American from several hundred years ago that could communicate with both the Native Americans and the British. I believe his name was Squanto or something like that.

                                                                                        It could be all water-based. It’s life outside of a body of water that might be unique. If it’s waterbased life, it’s far less likely they would leave the water. They are not equipped for land gravity and atmospheric activity. Imagine a creature with the body of a dolphin trying to build a rocket, it’s not happening. There could even be great intelligence but you need a certain body to be technologically advanced. I think there is life but it’s extremely rare and water-based, making them isolated on their own world.
