Notable is the fact that he is using KDE for both of the OSs. If you used something lighter weight, for example, Xfce, you would see a boost in performance for sure. When you go to the super low end, every little bit helps.

The KDE Plasma desktop environment is not suitable for 2GB RAM, nor ARM processors. Try GNOME or LXDE/LXQt and Xfce

LOL - I guarantee you F8, F10, an F12 won't work. That machine nearly certainly doesn't have a frontend for it BIOS. Ever heard of a JTAG cable?
Also - Windows for ARM isn't what you think it is. It doesn't have a GUI - its mostly MS failed attempt to enter the IOT space with an lower power IOT server solution - something much better served by classic Windows RT.
MS does have a true Windows for ARM, but its not accessible to to the public.

honestly, all these ARM SBCs, and this laptop as well, are very crippled down by linux. no matter what linux fanboys are saying - linux makes these devices look way worse, than they are. linux is cool only in babblings of those fan boys, in reality, we have this abysmal experience. linux is extremely inefficient (very CPU hungry), has unaesthetic, unergonomic GUI, awful HW support etc. on x86, it gets hidden by much more powerful CPUs and better support, coming from interested corporations, but here... the video shows it all. and this is btw a quad core CPU with 2GB of RAM, not as bad as how it is running with linux, which almost hangs the poor machine. if they, linux dudes, cared more about efficiency, rather than "blobless", ... but nope, until someone(R) will seriously support such devices (why they should?), these interesting and power efficient mini PCs will be screwed up by this horrid OS, that everybody is praising (for being a freebie), but nobody is using.
